How soon a cart?

We just moved to Ohio and my 13 year old Boxer/Rottweiler escaped. He was hit on the interstate many miles from our new house on the road back to our old house. He has a cracked pelvis in two places. The vets are saying $6500 AND he is a poor candidate for surgery. If we do nothing he will not have a workable right rear leg. How soon until I can put him into a cart?

I think you need to ask the vet that- the cracked pelvis is going to be what holds him up in the cart, so it has to be healed enough to bear weight.
