Is this diagnosed by Xrays as arthritis, and not something else? If not, that would be the first thing to do. I have a Subaru Forester and I usually have two dogs in the Cargo area. I don't have room for two crates there because one dog is a Lab. I wonder what kind of safety restraint would work? I would not want the two dogs to tangle with each other.

I should add, he walks okay, just so slow that it makes taking him for walks nearly impossible. He loves to go, and hates to turn around and go home, but it can take half an hour to go four blocks (two there, two back.) He would get out more and be able to go further if he could move faster.
