Maybe petfinder? There are also lists for disabled critters. I'd also get the word out to your local rescuers, because disabled and/or disfigured critters are quite common. If you only want a Cairn, try Cairn rescue. Hopefully somebody can post links.

Let me know about the wobbles; she might have Cerebellar Hypoplasia (kitty cerebral palsy). Born blind (or at a young age)? If so, I doubt you'll need to do anything much adaptive. You might want to let kitty get used to a room or so, then expand as he/she gets used to it.
