You might check out IMOM (I think they're IMOM.org) about the bills. Lots of people have gotten help.
Tripods usually do fine; you'll probably be able to rehab him yourself. I wouldn't go lining lots of stuff up until you know if he'll need it.

We've never done this, so I'd ask the vet. With humans, you have to move the shoulder as soon as possible, but critters might be different.

Another idea
Humans usually use a soft helmet, made out of foam stuffing surrounded by leather, in a strip-type fashion for coolness and comfort (looks sort of like a snug-fitting leather cage). Maybe you could find somebody to make something out of, say, denim and foam? It'd be washable, too.

Could you try making 1 out of Vet Wrap?
It's that wrinkly, sticky, elastic bandage stuff that comes in a bazillion colors. You can get it cheaper at KV Vet (KVVET.com) or maybe at your local feed-type store.

I had great success using human stuff, like a baby
backpack, with old Charlie; I got it free at a yard sale. Have you tried any of that? I can almost guarantee, even new, it'll be cheaper.

Toni's right; sometimes there's a problem with breaking the
stump open. With that said, I have a tripod kitty with a flipper who does just fine. My other tripod had a traumatic amputation mid-humerus (upper arm), and her arm was removed at the shoulder.
