Just an aside: I clicked on that link for fee reductions and it was an article by my good friend and neighbor! Ed, by the way, had a guide dog whose leg was amputated for cancer and who was then rehabbed and worked as a guide for another year.

Some dogs, such as Dachshunds, can lie down in carts. I know of at least one person who keeps a Dachsie in a cart most of the time to prevent him from chewing off his feet.
But while the dog is healing that isn't a good idea. How about an Elizabethan collar? Also sedatives might help.

All the carts work. There are pluses and minuses to them, but the biggest, imho, is that if you live close enough to a cart maker to go get personally fitted, that can be a swing vote for that kind of cart. I would get an opinion on the Xrays or more xrays from specialist (neurology or orthopedics.) You miss the small window for surgery if you wait too long.

Has he had Xrays? If it is a disk injury he needs immediate treatment. Surgery may be indicated; not everyone can afford it, and the other way to treat is to use steroids and complete rest.
