Do you express her when you take her out of the bath? It could be bacteria is getting in through the water and expressing right away helps prevent that.

My own opinion is that at this point, you go to a wheelchair so that she'll be using her legs. Some people will say to keep resting them but in fact the research on the subject shows that length of crate rest is not a factor in recovery or not. Quality of life with a cart can be excellent. I had one corgi in a cart for 9 1/2 years. You do need to watch out for UTIs and if she's already had one, keeping her on an antibiotic until you get the urinary issues resolved (peeing or being expressed) is a good idea. I can't see anything obviously out of adjustment. It could be the saddle just not fitting right. Have you tried padding it? Can you comfortably put a finger between her leg and the saddle or is it squeezing fairly tight?

Mine uses a belly band (male diaper) but he doesn't leak constantly- but I have to ask if you have tried expressing? Wasting legs should not mean she is going to die. I had a corgi who had a cart for 9 1/2 years. He died of unrelated causes. Spinal cord damage won't always show up on X-ray but it sounds like what he has. If it is a disk rupture odds are not good for walking again- that's what's called Type III traumatic disk rupture. Have you checked to make sure none of those drugs can cause urinary problems? Metacam can. Sometimes these aren't known to cause urinary retention but might. (Previcox did in my paraplegic dog so that I could not express him).
