Handicapped puppy needs rescue

A five month old Chihuahua mix needs rescue before it's put to sleep. Neighbors have this dog, can't afford to keep it. It was born with this neurological condition and only has it's front legs to move about. The dog has a great disposition and, as a good neighbor, we are trying to find a way for the dog to live. We cannot take the dog in either, but we don't want to see it's life end prematurely. We took the dog to the vet and a specialist (neurologist) for the neighbors to know more about the dog's condition. Now it's at a critical passage for decision. We could rescue the dog from the neighbors (they don't want it) and thus save it from immediate destruction - but we won't be able to take care of it. Is there someone who can?

We live in Southern California in the San Fernando Valley.

Thank you for your response. There was no mention of cerebral palsy. The Vet said the dog had numerous problems and would have issues it's entire life. No muscle support for the stomach, etc. I admit that I was not present for the diagnosis, so the information is coming to me from my neighbor and my fiancee' who took the dog to the vet and specialist. I'm just the one trying to find a solution now that we are at this place. My feeling, for this sweet dog, is that it is alive now - has a great disposition, especially considering her condition - and to extend her life as much as possible is the only option. But I also realize since she will require special care, a special person or organization needs to embrace that. I'm just hoping she can fitted with a cart for mobility and learn to flourish, in matching with her spirit.
