the alkaline is the important factor. I dont want to mix any fish who cannot co-exist. Believe this: My husband had 3 tanks. 2 20 gals, 1 50gal. Every night at 6 pm, it was Marlin Parkins feeding time. Feeder fish from tank 1 are fed to tank 2 (sunfish, brim & etc) and tank 2 gets fed to tank 3, the large mouth bass, or fish du jour that he caught when I thought he was workin.
I don't segregate, and don't want to have to. If they cannot co-exist, I won't add them.
If'n a male beta can live happily for a day after living life in a dixie cup, I can live with that. However, I don't want to cause their ends.
Can I put neons in with female beta?

female bettas are ok with other fish
they aren't agressive like the males, you can even house them together. as long as the tank has a filter & heater the neons will be fine with the female bettas. the bettas don't need the filter and heater, but they won' tbe hurt by it. they don't have the big fins like the males that get torn up by water currents.

I'd say add some neons! 
I'd reccommend at least 3 because they are schooling fish and are less likely to be bullied by the Beta if you have a few. Neons are very mellow fish and shouldn't bother the Beta. Neons like a little structure in the tank. A few plastic plants oughta keep them happy.
You do need to add a heater. 70 is too cool for tropical fish. The heaters that have worked best for me are the fully submergeable. The tank needs to be 75-80 F to keep them happy and healthy.
Good luck. If all else fails, they have screen savers available that look like a fish tank but without all the hassle.
