animal rehabilitation/alternative options

Hello all, I'm looking for some advice on what I should do for my puppy (not quite a year). About a month and a half ago he was hit by a truck, paralyzing one of his front legs completely and partially paralyzing the other front leg. He was not supposed to make it through the first 24 hours, however by the grace of God my baby boy made it, and after some rehabilitation and massage one leg has completely recovered, and the other is almost completely recovered however hes still got issues with the section of his leg from the carpal joint down. He walks on the side of the joint with his foot curled under. My suspicion is that this may be neurological... I have been wrapping it and bought a splint (Walkin' front Splint) in hopes that it will help his joint and foot set properly so he can walk normally again. This is very stressful for him and is causing abrasions on his "elbow" of that leg. So it doesn't seem like the splint is helping much, although it is evident that it is helping a little. Does anyone have any suggestions for me, or insight, on what more I should do to encourage proper healing of the foot to where he walks on the pad of his foot again?
