We've been payin close attention to this. It is a state by state mandate. I believe the most obvious change will be the ability for a person to take their critter (sorry critters) on the bus, the boat, the mode of transport if contained or under control. I have yet to see a Red Cross shelter open up to critters (sorry critters) but I can tell you I have a hotel right up the road I have gone to so many times with my critters (sorry :))))) and I keep a screw in the ground post and wire lead so pup can have outdoor time. Basically, you just need your emergency box to contain every thing pup would need for a 'vacation' trip.
Be sure to put your veterinary papers in there as well, as I am sure that will be a prerequisite. Also all meds, food & water. I feel certain the Red Cross won't provide.
When we got Katrina victims here, I was asked by the Red Cross to contact all my county vets to get services donated for very sickly and injured critt ... I mean animals, as there was not one dime for them in the Red Cross budget. I am happy to report 4 vets did jump on board. Red Cross provided verification and vets provided services. One was clear, he wanted others to participate as well. It didn't cost me one nickel to do a lot of good very easily. So if you find yourself with evacuees, get on the horn and get vets to donate services. It is the greatest gift. These animals had been in filthy water, injured, infected and all sorts of disease, parasites and pain.
