elderly dog with increasing motor problem

Hello,
I’m brazilian but I’ll live in the USA for some years, so I thought that was a good chance to try minimize my little dog problem whit american products.
We look for many veterinarians and treatments but every passing year our dog loses the ability to walk. Acupuncture has effect for some time but is no longer effective, although keep fortnightly treatment. In our city veterinary medicine is precarious, we have no orthoses provider or wheelchairs, everything is very difficult and expensive. I found this site with a lot of interesting equipments so I really would like to buy something to try raise the life’s quality of my dog.
In this video you could see she trying to walk on a flat floor, but even in adherent floors her difficulty it’s growing:

She’s 13 years old today. As a puppy she had shakes on its hind legs, diagnosed a neurological disorder, but she could walk normally, up and down stairs, and had a healthy and happy life until we realized she was losing the ability to walk. The last differential diagnosis (05/13/2014)was suspected Syndrome of Chiari malformation and cerebellar hypoplasia, we tried a drug treatment but it did not work, actually worsened so we suspended (Gabapentin 10 mg / kg furosemide 1 mg / kg BID, prednisone 0.25 mg / kg). Although old she is very restless, get up to drink water all the time, with much difficulty, can no longer balance to pee and often falls on ... is very sad for us.
I really need some kind off help. You know a similar case? Any medical treatment, or a supplement to minimize this type of problem? a wheelchair would be suitable for her?
Sorry for my bad english and thank you to anyone who can help me!
