Top part of harness, blue part.

Harness pulling down heavily on my dogs shoulders, this is the blue part of harness, the red part is loose underneath her. Seems to be very uncomfortable for my girl, is this normal? Is there something that I can do to ease the pressure on her back/shoulders?
