Dog having trouble gaining momentum in quad cart

Hi everyone,
As of last week my 15 year old Retriever mix has been using a quad cart. The rear end was kindly donated by a colleague so all I needed to purchase was the front end attachment. I am not 100% sure if I have the settings correct or if perhaps I should try smaller wheels as some days he seems to struggle to find momentum to pull himself along. I can see he his wanting to do it as he is moving his legs on the spot but just cant always propel himself forward. If anyone has any suggestions it would be very much appreciated.
